Any person who has been conducting a business in the city for a period of one year may conduct such a sale for a period of 30 days in his established place of business without the payment of a license fee by securing a permit from the Council and filing with the City Clerk an inventory of the merchandise on hand and proposed to be sold. Such permit shall permit the sale of the merchandise then on hand in the store or place of business, and no other merchandise. Only one such sale is permitted per business.
