The City Manager shall promulgate administrative regulations which prescribe a method of drawing checks in payment of demands allowed and ordered paid; provided, however, such method shall require the manual, mechanical, or electronic signature of at least one officer who has executed an official bond to the city covering the faithful performance by such officer of the duties of his or her office as provided in Cal. Gov't Code § 37203.
