§ 120.03 CONSIDERATION OF APPLICATION; ISSUANCE.
   Such application for a permit shall be considered by the Council as soon as convenient after the application shall have been received and an application fee in an amount established by Council has been paid. Such application fee shall defray the costs of the investigation of the application and shall be non-refundable. The determination of the Council upon such application, when so made, shall be conclusive, unless reconsidered by the Council in the same manner other acts of the Council are reconsidered. Upon such permit being granted by the Council, the Council shall direct the Finance Director to issue such permit upon the payment of the license fee set forth in this chapter. The permit, if granted, shall remain in effect until revoked or until the permittee allows his license to expire without timely renewal.
