All licenses shall expire on December 31 of each year. New licenses shall be issued on or before February 1 of each year upon the payment of the annual license fees set forth in § 116.015 of this subchapter, and, if not issued, it shall be necessary for the applicant to file a new application for a permit and to pay all the fees set forth in said § 116.015.
