No person, dancing club, or dancing school shall conduct, permit, operate, or assist in conducting or operating any youth dance without first securing a written permit from the Council or Police Chief and paying the license fee, unless exempted, pursuant to the provisions of Chapter 110 of this title; provided, however, the Council may, by motion or resolution, provide reasonable application fees to pay the cost of processing the application.
