The Police Chief may adopt such rules and regulations relating to the conduct of public dance halls, public dances, and private dances for which a permit or license is required as may be proper or necessary for the maintenance of public order, the promotion of public morals, comportment with the public welfare, and the orderly conduct of such places, or the better enforcement of the provisions of this chapter relating to such places.
