If, in the opinion of the Council, the applicant is of good moral character and the location of the cafe is such that the dance or dancing shall not be a detriment to the neighborhood wherein it is proposed to be conducted, a permit may be issued to maintain, conduct, permit, or carry on a dance or dancing in such cafe or restaurant.
