Persons required to pay a license fee for transacting and carrying on any business or profession pursuant to the provisions of this chapter shall not be relieved from the payment of any license fee or permit fee for the privilege of doing such business legally required pursuant to any other provision of this code except as specifically exempted in this chapter.
