§ 110.31 REVENUE MEASURE.
   The provisions of this chapter are enacted solely to raise revenue for municipal purposes and are not intended for regulation. All other laws and provisions of this code shall remain in full force and effect so far as their regulatory provisions are concerned except as to those businesses, occupations and professions licensed to do business by the state or the United States of America, or regulated by the state or the United States of America, so as to completely occupy the field of regulation.
