§ 110.04 PERMITS PREREQUISITE TO ISSUANCE OF LICENSES.
   No license shall be issued to engage in any business where the provisions of this chapter, or any other law of the city, require a permit to be obtained as a prerequisite to engaging in such business until the permit has been obtained. Any license issued in violation of the provisions of this section shall be void.
