All parks and playgrounds under the jurisdiction of the city, either by ownership or lease-contract for use, are hereby declared to be closed to the public between the hours of 10:00 p.m. of any day until 7:30 a.m. of the following day. Special events, for which a permit is granted, may have a later closing time specified in the approved permit.
