Subject to the purchasing procedures of this chapter and the administrative regulations promulgated thereunder, expenditures not exceeding $15,000 may be approved by the City Manager subject to budgetary provisions, and expenditures of $15,000 or more, which are subject to the purchasing provisions of this chapter, shall require the approval of the Council prior to the issuance of a purchase order.
