§ 95.03 PERMIT REQUIRED TO PLANT OR REMOVE.
   (A)   It shall be unlawful, and it is hereby prohibited, for any person to plant, move, remove or replace any tree or shrub in the streets, avenues, highways, parks, parkways and public places of the city, or to cause the same to be done, unless and until a permit in writing so to do shall have been first obtained from the Community Development Director.    (B)   It shall be unlawful, and it is hereby prohibited, for any person maintaining any overhead wires or any pipes or underground conduits along or across any street, avenue, highway, park, parkway or public place in the city, or owning any property abutting upon any street, avenue, highway, park, parkway or public place in the city, to have any tree, shrub or plant located therein cut, trimmed, pruned or removed unless and until a permit in writing so to do shall have been first obtained from the Community Development Director.
