§ 32.60 CREATION; APPOINTMENT OF DIRECTOR OF HUMAN RESOURCES/RISK MANAGEMENT.
   (A)   Creation. There is hereby established a Human Resources Department, which shall have the powers and the duties as prescribed by the City Council.
   (B)   Appointment of Director of Human Resources/Risk Management. The Director of Human Resources/Risk Management shall be appointed by the City Manager.
