§ 32.24 FINANCE DIRECTOR; APPOINTMENT; POWERS AND DUTIES.
   (A)   Appointment; deputies. The City Manager may appoint a Finance Director and one or more Deputy Directors of Finance, who, during the absence of the Finance Director, shall have all the powers, duties and responsibilities of the Finance Director. ('65 Code, § 3-3.201)
   (B)   Powers and duties. The Finance Director shall have the following powers and duties:
      (1)   To supervise the Finance Department; and
      (2)   To cooperate with the City Treasurer and other officials of the city in establishing and maintaining sufficient and satisfactory procedures and controls over municipal revenues and expenditures in all departments, divisions and services of the city in accordance with modern municipal accounting practices.    (C)   Financial and accounting duties. In accordance with the provisions of Cal. Gov't Code §§ 40805.5 and 37209, the financial and accounting duties imposed upon the City Clerk pursuant to the provisions of Cal. Gov't Code §§ 40802 through 40805 are hereby transferred to the Finance Director. ('65 Code, §
