§ 32.01 CREATION; APPOINTMENT OF DEPARTMENT HEAD.
   (A)   Creation. There is hereby established an Administration Department which shall have the powers and the duties as prescribed by the City Council.
   (B)   Appointment of department head. The department head of the Administration Department shall be the City Manager.
