No dog ordered confined pursuant to the provisions of § 92.55 shall be transported, taken or removed from the place of such confinement unless written authority so to do shall be first obtained from the Health Officer. Such authority shall specify the terms and conditions upon which the removal or transportation of such animal may be made, and it shall be unlawful for any person to violate or disregard any of the terms or conditions so prescribed by the Health Officer for the removal or transportation of any such dog.
