It is hereby declared that in the creation of the respective classes of zones set forth in this chapter, the Council has given due and careful consideration to the peculiar suitability of each and every such zone for the particular use enumerated therefor and the necessary proper and comprehensive groupings and arrangement of the various industries, businesses, and population of the city in relation to the established plans in the unincorporated area of the county and the incorporated areas of adjoining municipalities in accordance with a well-considered plan for the comprehensive development of the city.
