§ 30.12 STAY OF ACTION.
   The City Clerk shall forthwith notify the officer, employee, board, body or commission of the filing of such notice of appeal, and all action pertaining to the subject matter of the appeal shall be suspended until final action of the Council therefrom unless delay of action of the matter directly endangers public health and safety.
