Where no specific provision is made or procedure is set out in this code or by ordinance applicable to the subject matter for an appeal to the Council, any person aggrieved by the findings, decision, or action of any subordinate officer, employee, board, body, or commission may, within ten days from the date of notice of such findings, decision, or action, file his written notice of appeal therefrom with the City Clerk, giving his name and mailing address. Where there is a specific appellate procedure applicable to the subject matter, that procedure shall govern and these general appellate procedures shall be inapplicable.
