§ 32.40 CREATION; APPOINTMENT OF DEPARTMENT HEAD.
   (A)   Creation. There is hereby established a Community Services Department which shall have the powers and the duties as prescribed by the City Council.
   (B)   Appointment of department head. The department head shall be appointed by the City Manager.
