Notwithstanding any other provision of this chapter, any veteran who is entitled to either of the exemptions provided in Cal. Veh. Code § 9105 and Cal. Rev. & Tax. Code § 10783 shall be allowed to park in restricted zones. The provisions of this section shall not be construed, however, to allow the stopping, parking or standing of a vehicle at the times and places that stopping, parking or standing of all vehicles is prohibited absolutely by state or local laws.
