No person, whether as owner, lessee or person otherwise having the lawful possession or control of any lot, plot or parcel of land used or intended to be used for the parking of vehicles and having a normal capacity or parking area for more than five vehicles, shall permit, allow or suffer any vehicle to be parked therein unless the parking area of such land shall be fully hard-surfaced in accordance with the Standard Specifications for Public Works Projects, as adopted by reference by the city.
