§ 35.105 CHANGES WITHOUT VOTER APPROVAL.
   The City Council may, by order or resolution, establish one or more classes of persons or one or more classes of energy, products, or services otherwise subject to payment of a tax imposed by this subchapter and provide that such person(s) or service(s) shall be exempt, in whole or in part, from such tax. The City Council is further authorized to make any amendments to this subchapter, as adopted by the voters, without a vote of the people; provided however, that it shall not impose a new tax, revise an existing tax methodology, or increase an existing tax without first complying with all relevant constitutional and statutory provisions.
