§ 38.16 FAILURE TO TESTIFY.
   Any employee of the city who fails or refuses to answer under oath, on any ground whatsoever, any such question propounded by any member or counsel of the grand jury with respect to any matter set forth in § 38.15 of this chapter shall be guilty of insubordination and of violating the provisions of this subchapter. At the discretion of the Council, any such employee may be suspended and/or dismissed from his employment in the manner provided by law, notwithstanding any policy established by the Civil Service Commission to the contrary or the provisions of §§ 38.01 through 38.03 creating a Civil Service Commission and providing regulations therefor to the contrary.
