§ 38.02 COMMISSION; MEMBERS, TERMS, OFFICERS AND PROCEEDINGS.
   (A)   Members. The members of the Civil Service Commission shall be appointed by the City Council. The members shall be residents of the city during their respective terms. In the event that a member ceases to be a resident of the city, his or her term shall terminate 30 days from the date residency is terminated, or at the conclusion of his or her term, whichever is sooner.
   (B)   Terms of office. The members of the Civil Service Commission shall hold office for a period of two years and may be appointed for additional two-year terms. Following expiration of his or her term of office, a member shall continue to serve until a successor is appointed and takes office; however, if no successor is appointed and takes office within 30 days, the extended period shall terminate and the office shall be deemed vacant.
   (C)   Compensation. The members of the Civil Service Commission shall serve without compensation.
   (D)   Officers. The members of the Civil Service Commission shall organize by electing one of their number the Chairperson who shall act as presiding officer. They shall also appoint a suitable person of their membership or a person from the city staff as Secretary of the Commission, who shall act and hold office at the pleasure of the Commission.
   (E)   Records, rules, and regulations. The Civil Service Commission shall keep a record of its proceedings and shall provide rules and regulations for the keeping of service records and for the classification of employees.
