101.09 WAIVERS; PERMITS.
(a)   There are occasions when the waiver of a particular rule is appropriate or necessary with respect to programs or operations (e.g., allowing for group functions or special event demonstrations or to accommodate extraordinary attendance situations) or otherwise. Waivers of particular rules must be written but may be included in permits, including without limitation conditions of use (collectively, the "permits"). Inquiries regarding a waiver of a particular rule should be directed to:

(b)   Whenever a request is made for a waiver of a particular rule by permit or otherwise, the Director is authorized to grant the waivers, including the permits, based on the effect that granting the waiver/permit may have on maintaining good order; preserving, protecting and maintaining the vegetation, animals, streams and ponds; safeguarding the park users and the animals; preventing damage and preserving the environment and otherwise conserving the natural resources. The Director may designate park employees to execute waivers, including permits, under conditions specified by the Director. All waivers/permits executed by the Director designee shall be deemed to be issued by the authority of the Director.
