The issuance of any fee and non-fee permits or required payment of any fees established by resolution and/or rules or regulations of the Board shall be issued or collected by the Director, but no permit shall be issued for more than one (1) year and all permits shall expire as of the first day of each calendar year, except the Director may authorize an annual fiscal termination date.
