509.03 PUBLIC MEETINGS OR EVENTS.
(a)   No individual or organization shall conduct, sponsor or promote any public meeting, concert, theatre, athletic event or other public activity in the parks of the Park District without prior written authorization of the Director or his/her agents. No event or activity sponsored or promoted by any individual or organization shall be permitted if in the opinion of the Director it will constitute hazards and dangers to the personal safety of the participants or other park visitors; endanger peace and good order in the parks; interfere with the regular and normal use of the facilities and activities by the park visitor; or which is consistent with the use of the parklands for park purposes.
(b)   An appeal may be made from the decision of the Director by filing written notice with the appeals board created by the Board and composed of a Board member, the Business Manager, and the Park Attorney within thirty days of the Director’s decision.
