199.04 REGISTRATION.
   Within thirty days after the effective date of this chapter, or within thirty days after commencing business or on or before May 1 of each year, whichever is later, each operator of a marina, or boat storage rack facility, shall register the marina or boat storage rack facility with the Finance Director in such manner and by filing such registration forms as the Finance Director may prescribe, and obtain from him a dock or rack storage registration certificate, to be at all times posted in a conspicuous place on the premises. The certificate shall, among other things, state the following:
   (a)   The name of the operator;
   (b)   The address of the marina or boat storage rack facility;
   (c)   The date upon which the certificate was issued;
   (d)   The number of docks, boat storage racks and other boat storage structures existent in such marina or boat storage rack facility;
   (e)   "This Dock or Boat Storage Rack Registration Certificate signifies that the person named on the face hereof has fulfilled the requirements of the Dock and Boat Storage Rack Tax Ordinance by registering with the Finance Director for the purpose of collecting from owners of watercraft and the Dock and Boat Storage Rack Tax and remitting said tax to the Finance Director. This certificate does not constitute a permit."
   
   Each certificate issued hereunder shall be effective for an annual period beginning May 1 or for such portion thereof as may be appropriate, and shall be renewable thereafter for additional periods of twelve months upon application for renewal effected in the manner and form as prescribed by the Finance Director.
