(a) The Sandusky City Tree Commission shall choose its own officers, make its own rules and regulations and keep a journal of its proceedings. Each member shall exercise one vote. A majority of the membership shall be a quorum for the transaction of business.
(b) The Sandusky City Tree Commission, when requested to do so by the City Commission, City Manager, or the Director of Public Services, shall consider and investigate, and make findings, reports and recommendations upon any special matter or question coming within this scope of its work.
