(a) Recommendations of the Employee Health Benefits Plan Insurance Risk Management Committee are final and cannot be changed unilaterally by the City.
(b) If the Committee is going to recommend the City take bids for the following calendar year, the Committee shall provide the City with the necessary information ninety days prior to the renewal and all bids shall be received forty-five days prior to the renewal of the existing plan.
