165.01 ESTABLISHMENT; MEMBERS.
   (a)   There is hereby created a Recreation Board in the City which shall consist of eight persons, a majority of which shall be residents of the City and who shall be appointed by the City Commission to three-year terms.
   (b)   Members of the Recreation Board appointed under Ordinance 89-027 shall continue in office for the terms to which they were appointed.
   (c)   One of the members appointed shall be a member or designee of the Sandusky Board of Education.
   (d)   The Recreation Board shall designate and elect its own officers at its first meeting each year. Members shall serve without pay. Minutes of the Recreation Board meetings shall be submitted to the City Manager and City Commission.
   (e)   The City Recreation Director and Superintendent of Grounds Maintenance shall attend Recreation Board meetings when requested by the Board.
   (f)   The City Commission shall also designate one of its members as a non-voting liaison member to the Recreation Board to report back to the City Commission.
