The City Commission does hereby establish a Planning Commission of the City. The Planning Commission shall consist of 7 members; the President of the City Commission or another member of the City Commission designated by the President and confirmed by the City Commission to service in his place, and 6 citizens of the City each of whom shall serve without compensation and shall be appointed by the City Commission for a term of three (3) years. The terms of the citizen members shall be so arranged that the term of two members will expire each year.
