151.01 ESTABLISHMENT; MEMBERS; FUNCTIONS.
   (a)    There is hereby created a Cemetery Board which shall consist of 7 members appointed by the City Commission. The term of office of each member shall be for 3 years commencing on January 1, of each third year except that for the initial terms, 2 members shall be appointed until January 1, 1976, 3 members until January 1, 1977, and 2 members until January 1, 1978. The Cemetery Board shall designate and elect its own officers at its first meeting each year.
   (b)    The Cemetery Board may make such rules, bylaws, and regulations, not inconsistent with the ordinances and Charter of this City, for the management and protection of Oakland Cemetery and any other cemetery or cemeteries now or hereafter owned by the City, and for the burial of the dead therein, as it deems necessary or advisable, subject to approval by the City Commission. Such rules, bylaws, and regulations shall have the same validity as ordinances of the City.
