(a) Each sworn employee of the Police Division of the City not covered by the collective bargaining agreement with F.O.P. Ohio Labor Council, Inc. whose pay is fixed on a biweekly basis, shall be allowed annual reimbursement for uniforms, which shall be consistent with and in accordance with the allowance as set forth in the collective bargaining agreement, which is in effect for the calendar year in which the allowance is given.
