The Department of Engineering Services shall be headed by the Director of Engineering Services who shall be appointed by the City Manager. The Department shall consist of the Division of Traffic Services; the Division of Building; the Division of Sewer Collections; the Division of Wastewater Treatment; the Division of Water Filtration; and the Division of Water Distribution. The duties and functions of the department and its Divisions, and the duties of the various classes of officers and employees therein shall be provided for by ordinance or by law, or as determined by the City Manager.
