The City Manager shall be the administrative head of the municipal government under the direction and supervision of the City Commission and shall hold office at the pleasure of the City Commission and shall have the powers and duties as set forth in the Charter of the City and the state laws; he is designated as Safety Director to perform all duties required of a Safety Director by the State Civil Service laws; he shall have all powers conferred upon safety directors and service directors by the state laws.
