113.08 SPECIAL MEETINGS.
   Special meetings of the City Commission shall be held on call of the President, any 2 members of the City Commission, or the City Manager, upon at least 12 hours written notice to each member served personally or left at his usual place of residence, or called for at a regular meeting provided such written notice is given to any City Commissioner absent at the regular meeting. Unless called at a regular meeting, agencies gathering and disseminating news to the general public which are regularly represented at meetings of the City Commission shall also be given notice of a special meeting.
