113.07 REGULAR MEETINGS OF CITY COMMISSION.
   Effective January 1, 1997, and until modified or amended by a majority of the City Commission, the Commission shall meet on the following basis:
(a)   Regular meetings of the Commission, except as hereinafter set forth, shall be held on the second and fourth Monday of each month at 4:30 p.m. in the City Commission Room of the City Building.
(b)   When the date of a regularly scheduled meeting falls on a holiday as defined by ordinance, such meeting shall be held at 4:30 p.m. on the next scheduled workday following the holiday.
(c)   The public shall be given the opportunity, when recognized by the President, to speak at a regularly scheduled meeting for three minutes, only on a topic being discussed by the Commission at that time. The public shall have an additional opportunity to speak at the informal session following the regularly scheduled meeting for five minutes on any topic over which the Commission may have control.
(d)   On a quarterly basis, the Commission may conduct at least one of its meetings outside of the City Building, at a site and time as set by a majority vote of the Commission.
(e)   The Commission may schedule work sessions at the discretion of the Commission when the work load, nature of an issue or issues, or other circumstances may dictate.
(f)   The Commission shall adopt procedures for the regulation of meetings and other business which may be modified from time to time by the Commission. Such procedures shall be in writing and maintained by the Clerk of the Commission.
