(a) Petitions for nomination for the office of a member of the City Commission of the City, and for placement upon the ballot as a candidate for said office shall comply with the requirements of Article 46 of the Charter of the City; and each of the same shall contain and set forth twenty-five numbered spaces for the insertion of the signatures, street and number addresses, wards and precincts, and dates of signing as to the signators;
(b) Such petitions shall be in a form prepared and provided by the Clerk of the City Commission;
(c) As to completed petition forms which are submitted, no signature other than those which properly appear in the twenty-five numbered spaces shall be counted or included as valid signatures for the purpose of nomination and placement upon the ballot as set forth in Article 46 of the Charter of the City, and only the twenty-five signatures properly entered thereupon shall be counted and included for said purpose; and
(d) Nothing in this section shall, or shall be construed to invalidate any signatures or petitions in relation to the November, 1995, general election within the City, at which members of the City Commission of the City will be elected.
