If, at the beginning of the term of office of the first City Commission elected under the provisions of this Charter, the appropriations for the expenditures of the City government for the current fiscal year have been made, said City Commission shall have power by ordinance to revise, to repeal, or change said appropriations and to make additional appropriations.
