S 29 ADVISORY BOARDS.
   The City Commission at any time may appoint an advisory board or boards composed of citizens qualified to act in an advisory capacity to the City Commission, the City Manager or the head of any department, with respect to the conduct and management of any property, institution or public function of the City. The members of any such board shall serve for a time fixed in their appointment, or at the pleasure of the City Commission; and for such compensation, if any, as the City Commission may provide; and their duty shall be to consult and advise with such municipal officers and make written recommendations which shall become part of the records of the City.
