(a) Purpose: Whereas the accumulation of garbage, trash, debris, or other refuse in or on the boulevards and public right of ways poses a major health, sanitation, and quality of life risks it is deemed a public nuisance and as such it shall be abated effectively and efficiently.
(b) Any property in violation of Section 955.15 which is found to have any garbage, trash, debris, or other refuse in or on the boulevard or public right of way shall be declared a nuisance and may be immediately abated so long as the annual notice publication related to the requirements of this section has been published in a newspaper of general circulation for the City of Sandusky. No additional notice of a violation will be given.
(c) The costs to abate the nuisance along with an administrative fee of one hundred dollars ($100.00) shall be assessed to the property owner or the City may use any other legal manner of collection.
(d) Any appeal in this matter shall be filed in writing, to the City Manager or his/her designee, within ten (10) days of the abatement or the assessment of the abatement, whichever occurs last.
