(a) The SWP3 must contain a description of the controls appropriate for each construction operation and the applicant must implement such controls. The SWP3 must clearly describe for each major construction activity the appropriate control measures; the general sequence during the construction process under which the measures will be implemented; and the contractor responsible for implementation (e.g., contractor A will clear land and install perimeter controls and contractor B will maintain perimeter controls until final stabilization).
(b) The SWP3 shall identify all subcontractors engaged in activities that could impact storm water runoff and contain signatures from all of the identified subcontractors indicating that they have been informed and understand their roles and responsibilities in complying with the SWP3.
(c) All BMPs shall be installed per guidelines established in the most recent edition of the Rain Water and Land Development Manual.
(d) The controls shall include, as minimum components, non-structural preservation measures, erosion control practices, runoff control practices, sediment control practices, and non-sediment pollutant controls.
(e) All SWP3s shall be maintained at the permitted site until permit termination in accordance with provisions of this chapter and other State and Local requirements.
(f) FINAL STABLIZATION. Final stabilization shall be determined by the Director of Engineering Services. Once a definable area has achieved final stabilization, the applicant may note this on the SWP3 and no further inspection requirement applies to that portion of the site.
