Whenever the Chief of Police or designee has refused to issue or renew a public vehicle for hire business license or shall have revoked such a license, the applicant may appeal to the City Manager by filing with the City Manager a written notice of appeal within ten business days after the date the decision is mailed to or otherwise served upon the applicant.
