At the time of the issuance of the public vehicle for hire business license, and annually thereafter on or before December 31, every public vehicle for hire company and public vehicle for hire operator in the City shall pay to the Chief of Police a fee as set forth by the City Manager and approved by the City Commission. No public vehicle for hire business license shall be sold, assigned, mortgaged or otherwise transferred.
