Subject to the approval of the City Commission, the Chief of Police or designee, is vested with the power and authority:
(a) To supervise and regulate the operation of all public vehicles for hire within the City;
(b) To prescribe rules and regulations and to issue orders in conformity with the provisions of this chapter applicable to any and all such public vehicle for hire companies, operators and drivers.
