No public vehicle for hire company, operator or driver shall operate any public vehicle for hire for the transportation of persons over any of the streets of the City without first obtaining a public vehicle for hire business license as provided in this chapter and such public vehicle for hire business license is displayed in the public vehicle for hire.
Public vehicle for hire operators and public vehicle for hire companies operating without such a public vehicle for hire business license but which are licensed by other municipalities may bring passengers into the City but shall not solicit or accept any passengers within the City for any destination without obtaining the necessary license required by this chapter.
