This chapter does not apply to either of the following:
(a) Any project with an estimated fee for professional design services of less than twenty-five thousand dollars ($25,000).
(b) Any project determined by the Director of Engineering Services or the City Manager to be an emergency requiring immediate action including, but not limited to, any projects requiring multiple contracts awarded as a part of a program requiring a large number of professional design firms of the same type.
